They do come apart easily. The one that opens but no fan is frequently the little pushbutton switch accessible when the lid is open. It gets a little corrosion on the contact and you lose the motor ground. The cure is to get up on the roof and with the lid open, work the switch pushbutton in order to clean it up, very common. It's called the "Dome Switch".
The one the handle spins freely could be a screw loose enough it became disengaged. The lift arm or gear could be damaged but that's rare. If you push the knob up what does it do? Is the screw in the middle of the knob snug?
