After running for a bit, the coolant in the radiator is going to be around 180 to 195 assuming the engine ECM has not caused the fan to kick on. The trans fluid moving through the trans cooler cannot be cooler than the radiator temp.
One of the curiosities of the Newell hydraulic fan setup is the fan speed varies from coach to coach when the ecm is not switching it to high. It was my understanding that the adjustment screw on the gold box allowed one to control the low setting fan speed. I know folks who reported fan speeds around 50 at idle, while my coach fan barely turned at idle when cold. Have you made any observations on your fan speed when cold? You might confirm with Newell to see if your cold fan speed could be increased.
IIRC, you had commented earlier that the trans ran much cooler with the fan controller unplugged.
