I would start at the tank checking for restrictions . A restricted fuel line can cause the pump to suck air in or at least limit engine RPM. Recheck lift pump and connections. Sometimes fittings won’t leak fuel but will let air in.
I would plumb in a rubber hose to the lift pump inlet and suck fuel from a fuel can to rule out tank and fuel line restrictions.
